Projects aimed at improving employability are seen as key to changing offender's lives and reducing reoffending. Since January 2010, the NOMS European Social Fund (ESF) Co-financing programme has been working with participants who would benefit from additional employment and skills provision.

The NOMS ESF Programme aims to complement existing provision, particularly the Offender Learning and Skills Service (OLASS) in prisons as well as other existing employment and skills services.

Provider Report - South Yorkshire – Sex Offenders

The prime provider, South Yorkshire Probation Trust, utilises social enterprises and other local businesses, developing and investing in them, to facilitate education, training and employment opportunities for all types of offender groups including sex offenders. The Provider helps sub-group participants by supplying placements with the various local social enterprises and promoting the employability of participants by offering a bespoke service that presents the participant as a learner; as opposed to just being an offender.

The themes found from this research related to involving sex offenders in mainstream provision where possible as it was judged that specialist provision might not be sufficient. It was also pertinent that participants are treated as learners to ensure that there was no influence of the stigma surrounding sex offences. Particular success was found through the use of social enterprises that, although subject to intensive risk assessment, offered sex offenders a non-judgemental environment to work in to develop the skills required for employment.
