About the NOMS Co-financing Organisation

Projects aimed at improving employability are seen as key to changing offender's lives and reducing reoffending. Since January 2010, the NOMS European Social Fund (ESF) Co-financing programme has been working with participants who would benefit from additional employment and skills provision.

The NOMS ESF Programme aims to complement existing provision, particulary the Offender Learning and Skills Service (OLASS) in prisons as well as other existing employment and skills services.

Sustainable Development:

Sustainable development is one of the driving forces behind the new Europe 2020 strategy for jobs and smart, sustainable and inclusive growth that was adopted by the European Council in June 2010. The environmental challenges that are facing the labour market are reflected in the new guidelines for employment, which are an integral part of the Europe 2020 strategy.

The coalition government is committed to being the greenest government ever. It is taking action to cut carbon emissions, create the conditions for green growth, and improve resilience to climate change - all of which is necessary for delivering sustainable development and long term economic growth.

Sustainable Development is a mainstreaming strand within the ESF programme and NOMS CFO are committed to driving this agenda.

  • We have produced a toolkit that will help all providers develop their SD delivery and will be circulated during December 2011.
  • Research into regional work opportunities within the SD sector is being carried out along with the appropriate specific qualifications that are required by each industry and this will be built into the offender qualifications manual.
  • A number of SD pilot projects within the Social Enterprise sphere were funded during 2011 with more to follow in 2012.
  • A NOMS project: Recycling Lives in Preston was a joint winner of the ESF Sustainable Development Project Leaders Award.
